Your local Reviewer will almost certainly deny publication.

Thus, you could publish a challenge involving states ("Bundesländer", I believe is the German term) or counties ("Landkreis", I believe is the German term). Neighborhoods ("Stadtteile" as you refer to them) are too small an administrative level.

It is my understanding that districts/neighborhoods ("stadtteile") are too small an administrative level.
