Also worth notadding. When I said:

That was a slight misunderstanding on my part. Germany is broken into 294 landkreise and 106 urban districts ("kreisfreien Städten", I believe) which together make the 400 "counties" of Germany that Project-GC recognizes. So in fact Project-GC's counties should match the expected (legal) boundaries.
