ok, I see following problem:
some capital counties are not only the city but also a large region around, e.g. Nicosia in Cyprus.
Some capitals are divided in several counties e.g. Athens as you showed or Brussels which is 19 counties.

But this would mean that if someone has all counties of Brussels he will nearly have completed this challenge.

Or is it possible to make the checker, that if several regions of Brussels or Athen are found that only one of them counts for the challenge?

But this seems to be too difficult for a code!? Or is it possible?
