We did open up the script authoring quite a while ago. At first we only announced it on Facebook, to avoid a storm of new applicants. A few weeks after we updated the FAQ as well. This week, it will be mentioned in a newsletter as well.

Applying for access is done by contacting support. A few questions (and documentation) will then be sent back to check that one understands the system and the guidelines from Geocaching HQ.
