Hello there,

After the recent update of guidelines I went through all the guidelines related to challenge caches having an idea in mind and I'm still not clear if it is against the guidelines or not.

I made this topic in order to receive some clarification from you, the more experimented guys. If it's in a wrong area or so, I am very sorry but I didn't know where else to post.

My idea was to create a visit X city challenge, specifically for Cluj-Napoca, Romania. The idea behind the challenge would be to find a cache in every neighborhood of the city.
I am not sure whether the neighborhood as a region falls under the acceptable or not acceptable part regarding "Source of Criteria".

Can you tell me your view on this?

I believe it's not allowed. The relevant section from point 10 in the guidelines:

Not allowed: Challenges based on geographic areas other than countries, states/provinces, counties (or their local equivalent). For example, user-defined mapping polygons, latitude/longitude, radius, etc. (updated Aug 2016)

So if your definition of neighbourhood doesn't equal a county in a one-to-one mapping, you're out of luck.

Edit: In addition to the above, it appears Project-GC only has regions for Romania, and no counties, so you can't break Cluv into smaller divisions.

Where can I see the regions Project-GC has for Romania?

Also, can I help you break down those regions into counties?

I guess you'll have to put in a request to Project-GC support (the big orange support button top right on project-gc.com) to add counties for Romania. They should be able to advise on the route to follow.

Oh, well.

I don't have a paid membership so I can't see the 2 breakdowns. Now I get why I didn't figure them out before xD

You can see all regions and counties on your profile stats if you have finds there or you can look at somone else state

Another way is to use mapcomapre to show all caches in a region/county

County polygons are in most case taken from openstreetmap and most often admin_level=7 is used
admin_level=1 is the whole county and admin_level=3 is what is used as regions

it looks like level 7 is not used in Romania and them max used is 6.

If I look at the existing polygons it looks like admin_level=4 is used for regions except Bucharest that is admin_level=5. It look like there is no level 6 areas added to the map if i understand correctly.

To add counties to PGC you need a lower lever then is used for regions. They need to cover the whole county and the border has to correspond ie one county is only in one region.

You can look at the admin_level=6 http://overpass-turbo.eu/s/rzh and it looks like they only exist for villages and the area between them are empty.

I might be mistaken in the requirement for counties in PGC but my guess is that Romania does not match up with the hierarchy that is used so Romania will only have regions.
