Is it possible, a challenge based on the new "All Around Cacher" badge?
The challenge would be to have more than 100 degree-sector.

Additionally, the checker system doesn't have access to the user's home coordinates.

I didn't explain it well! The location does not matter, just the number of sectors.

The sectors are geographic areas other than country/state/county, based on the user's home coordinates. 360 degree challenges are not allowed any more due to this guideline, so a 360 degree challenge based on information which a checker can't even access is certainly not going to be allowed.

Also to add

Surely the location does matter - you have to have a single point with which to be able to identify all 360 sectors
Not having any given location means any program/checker wont have a starting point

That said it is irrelevant as it would not be allowed
