Sorry, challenges are no longer allowed based on any regions other than "countries, states/provinces, counties (or their local equivalent)". (Guideline 10) The lowest level which contains that city would be the county "Plön (Kr)".

Additionally, guideline 12 states you can't require all or a percentage of caches, only a discrete number.
