I'm hoping to create a checker that will pull the data similar to the Challenges signed (but not yet logged as found)
section in the Profile Stats. Does PGC/Lua have this capability and I'm missing it?

1. No, the checker system only has access to finds.
2. Challenges signed but not logged would not be allowed as a challenge condition anyway. Guideline 10 states

Challenge cache criteria must be based upon caches with the seeker’s logs: Found it!, Attended, Webcam Photo Taken.
