[Awaiting feedback] Improve checker for GC2FPDY

This checker currently reports on finds where the previous FIND was a year or more before.
I would like this changed the checker also checks for the last Owner Maintenance log as well if there is one after the last find.

Unfortunately, I don't believe PGC checkers have access to owner maintenance logs - only found logs can be detected.
