I am wondering if a challenge similar to the checker below is still publishable.

From my reading of item 10 - Source of Criteria, I suspect it may fall foul of the "Challenges based on geographic areas other than ....." example at https://www.geocaching.com/help/index.php?pg=kb.chapter&id=127&pgid=206.

The cache you are referring to is a legacy cache and is not allowed anymore
