[Resolved] GC9CX9P - 25-Four Event Challenge

This is a new challenge. I would like a checker that requires attending 25 events in each of 4 United States counties. All event types will count toward the county totals.

- Output to list the totals for each of the four qualifying counties.
- If a person does not qualify, the output should list their top four counties with totals.
