Elevation data issues

I have seen in other threads information about the new elevation data source, which gives elevations that correspond to the seafloor for caches with posted coordinates in the ocean.

Unfortunately, this causes a problem for challenges to find geocaches (on land) below sea level. I understand that we must use the posted coordinates for the challenge checkers, but I was wondering if perhaps there is a way to determine whether the cache is in the ocean by using a polygon to determine if it is outside of the boundary of the country or state in which it is listed. Are the polygons good enough to use for geocaches that may only be a km or so offshore? Is there a "not in any country" filter that can be used for such caches?
