Belarus new polygons

Added region polygons for Belarus, we did not have any before.

When importing county polygons our GIS database returned an error so we skipped those.

Belarus is known as Vitryssland in Sweden, or White Russia directly translated.

Updated. Same polygons but now using non local names.
