Updating polygon data for Austria

Related to http://project-gc.com/qa/?qa=14189%2F%C3%B6sterreich-umgebung-aufgel%C3%B6st-surrounding-region-divided we have updated (it's in process while writing this) the polygon data for Austria.

We also wrote a small tool to list changes and potentially affected challenge checkers.
