differing outputs

The following two checkers relate to finding 'X' number of counties worldwide
either as a specific challenge or as part of a bigger set of criteria
https://project-gc.com/Challenges/GC8M1XG/49322 - is 'find caches in 225 counties'
https://project-gc.com/Challenges/GC7V10Q/36228 - is 'get points for the number of countries/regions/counties'
Thus with both of these - you are given a number relevant to how many counties you have found caches in
In the first one (GC8M1XG/49322) the output says 209 counties
In the second one (GC7V10Q/36228) the output says 221 counties

https://project-gc.com/Challenges/GC3YEM9/3148 - also outputs as 209

I had thought I had found in more than 209 (GSAK list says more too)
Why do the checkers give different responses ?

In the checkers GC8M1XG/49322 en GC3YEM9/3148 Locationless caches are excluded but checker GC7V10Q/36228 has Locationless caches included
