Can someone please create the following challenge checker for me:

#16: You need to have logged at least 1 cache in 25 different regions of which at least 16 are in the regions capital in order to log this challenge.

The challenge conditions are a bit vague. What do you mean by the regions capital,

Hi, I mean if you would have found a cache in the region Vlaams-Brabant, it should be found in Leuven, in the region Zuid-Holland, it should be in Den Haag.
So for 16 of the 25 regions where you found a cache, you should have found it in the capital city of that region.

Your description should be the regional capital county or for the Netherlands the provincial capital counties
Zeeland can onty be Middelburg
The problem are countries like France and the UK how are those handled.

If I google, Rouen is the capital of Normandy.
For England indeed, I see the issue. Is it feasible to than exclude the English regions, as it doesn't exist.

Rouen is no county , it is the depart. Seine-Maritieme which is the smallest area. this is the same problem as the UK
