many found logs for this challenge states they used Project GC but when you click the link or search for the GC code no checker exists.

Any way to check on this or make a new checker?

It's impossible to make the checker for this kind of condition. The rule says that the title of cache must be a question containing the word HOW. However, the checker cannot recognize if the phrase is a question or not.
