My friend just got back at me and showed me a screenshot of a reviewer note saying, that he only needs to give 30 names of cachers who meet the challenge (and a checker of course) before the challenge can be published.

Wrong, that is when you have a challenge which is based on the accepted criteria .

Banners are not an accepted criteria so even when you can mention 100 cachers this still not an accepted challenge under the current guidelines

We found a checker which cecked for the words "banner" and "<img" in the listing text. I know that the listing text of also not a valid criteria, but if the reviewer says otherwise?

Even if a reviewer accepts a challenge that's denied in the guidelines, it can still be retracted by HQ. Surely the reviewer needs to be educated to the guidelines?

I did a quick phone check with a challenge reviewer and confirmed that this is not a valid challenge so as pieterix wrote this challenge would be archived by HQ

St Jacosa - I think you need to understand - not all reviewers are fully au fait with the challenge cache criteria guidelines, some have got it wrong and have published challenges which are against the current guidelines and ultimately those challenges have ended up being archived soon after either due to the mistake being pointed out to the reviewer or HQ being involved.
The role of PGC is to create checkers but also to advise if the criteria of a challenge request is against the guidelines - Yes, they can not stop a reviewer publishing a cache if they so wish but they can refuse to create a checker if it does go against the guidelines.
You may find much older challenge caches that seem to be or are the same theme as you are considering and possibly have checkers linked but these would have been before the moratorium, thus before the current guidleines came into being - these were grandfathered and allowed to remain
If a challenge cache doesnt have a checker it should not be published - if PGC created a checker and it got published, you may find it would get archived very quickly as it doesnt comply with guidelines - this could put PGC in an awkward position as they had created a checker for a challenge that shouldn't have been allowed.
Please take their advice and do not pursue this idea for a challenge
