I am looking for a project-gc challenge checker for my new cache before I will submit it to the Reviewer.

The task is: Find at least cache in every district of Potsdam, Germany.

You find the districts (Stadtteile) in "Stadtteilkatalog der Landeshauptstadt Potsdam"

I think it would be quite difficult to program a checker, but maybe it is still possible?

Unfortunately, I believe that your proposed Challenge is not publishable under the current guidelines. Your local Reviewer will almost certainly deny publication.

NOT ACCEPTABLE — Challenges based on geographic areas other than countries, states/provinces, counties (or their local equivalent). For example, user-defined mapping polygons, latitude/longitude, radius, etc.

Thus, you could publish a challenge involving states ("Bundesländer", I believe is the German term) or counties ("Landkreis", I believe is the German term). Neighborhoods ("Stadtteile" as you refer to them) are too small an administrative level.
