This would require polygons to be defined for each capital allowed, since cities are not pre-defined. It would be possible, but rather a lot of work I imagine.

It might be possible if you define the capital as a the region /county that pgc uses
But you have to define what a capita. My guess it that you mean a country capital.
But is the capital of US states or German Bundesländer ok?

It is likely that appropriate areas are both regions and counties
In the UK you have to use Region London. The counties are "Greater London" and "City of London" Both should be ok. City of London is only a smale 2.9 km2 area in the city. Houses of parlaments are not in it. And it would nog be ok to exclude it because i assume that noone would argue that a cache outside St. Pauls Cathedral is nog in the UK capital.

An in Italy the region Lazio is to large but Lazio/Roma is appropriate

My suggestion is that you define what a capital is.
An easy definition to do is to limit it to country capitals in Europe.
But ask a reviewer first if specifying a region/county for each country capitals in Europe.

And then create a json definitions for it. verify at http://jsonlint.com/

There is no further feedback from the requester for almost 8 weeks therefore this question will be achieved.
If you still want to pursue the challenge please place a new request.
