[Resolved] GC6QQ40 February 29 - Leap Year Challenge

I would like to have a challenge checker written for the above new geocache. The geocache has not been published as it needs a checker.

The requirements for this challenge:
1) Find 29 Geocaches on February 29.
or
2) Find 29 Geocaches that were "placed" on February 29.

The cacher only has to qualify for one of the requirements. The geocaches can be anywhere in the world and can be found anytime as long as it meets the requirements.
