GC28v90 applies.
Specifics of the challenge
To qualify for the find you must meet the following criteria:

1. You must find and sign 100 traditional caches.
2. The cache can have no more than 10 finds in it's first year of existence.
3. No cache published before January 1, 2009 will be accepted.
4. The cache must have been active for at least one year, if archived.
5. You must provide a list of caches to log the find.
6. You can not use your own caches.

Sorry, this won't be possible to make a checker for. The checker system has no access to any logs on a cache other than the user's own.

So there is no way to determine if a cache had 10 or less finds in its 1st year after publication?

I have over 4,000 finds and to determine if I qualify I would have to go through each one to see if I qualify. That much work may not be worth the effort.

Not through a checker. But you're probably best off using the Lonely Cache statistics page ( https://project-gc.com/Statistics/LonelyCaches ) and using the filter to hide Not Found caches. Any finds you have which would count towards this challenge would be likely to have high loneliness scores.
