So there are scripts to find the oldest cache in N of states. It would be possible to have the constraint be the highest in N states. This is not quite what you asked for. Specifying the locations would probably run afoul of the custom polygon rule. So might end up in a scenario where the cache on k2 is higher than the one on everest. When fielding support requests for scripts or tags, stale data creates the confusing results. The confused user could use the "refresh found geocaches" from the self support menu. Coordination can be a problem. However this can cause significant delay based on people's availablity. This looks like a standard spelling cache with a rather unusual filter on finds. The home country constraint is sometimes approximated as country with the most caches but that could cause problems for folks who cache mostly on holiday or have a home country with few caches.
