First you use the Top Elevation (https://project-gc.com/Statistics/TopElevation) to make a virtual GPS of caches that are high enough and then you use the virtual GPS as the filter on Top Finders (https://project-gc.com/Statistics/Top). The issue is that the challenge checker only checks for physical caches and for Macon County you do not have any physical finds since your only find is GCGMJY. Since the cache page says "Only physical caches with logbooks count as finds for the Challenge; event, locationless, virtual, and web cam caches will not count toward the Challenge." The error is in the tag, the person to contact would be the person that made the tag but this is a clone so it's not likely the person that tagged it can correct it. Like sumbloke says the script ends if it finds a match.You might qualify for the challenge, you might not. My suggested fix is to add more attributes to some of the slots that have few options, it increases the chance that you qualify and that the script will be able to find a solution for you before it runs out of time. A challenge can not demand that people have logged caches over different years because this is timelimited.
