There is ambiguity there. Finding a percentage isn't allowed (presumably the reasoning is it is unfair as the target number is going to be increasing when new caches get published) but requiring a specific number is allowed. So you can't require 100% of uk webcams but you are allowed to specify requiring 12 UK webcams to be found. You'll need to discuss this challenge with your reviewer to find out exactly what criteria they will allow. It will be interesting to see what they say. It is allowed to require a streak of 184 days, so in most ways you are relaxing the criteria, the only way you are being more restrictive is requiring the period to be within a single calendar year. It is subjective unfortunately and probably varies by country as to what 'local' and 'reasonable number' mean. Unless one already exists, this will need a list defining for every country which countries they are neighbouring. What definition of neighbouring are you using? Where there are touching land borders it is clear, but what about if there is a small stretch of sea between them (does Spain border Morocco? USA (Alaska) and Russia?).
