When I look on the page "find checkers" and choose e.g. "Austria" all geocheckers are listed although the cache itself is still archived

You can define more filters on the Challenge Checker map page:

http://project-gc.com/Tools/Challenges?map

There you can also exclude archived caches.

Here is a direct link for a map of all active challenges in Austria:

On the map you can see straight if you fulfill the log requirement. (only if you are a paying member I suppose)

The "find checkers" page is searching for checkers, not looking at the caches themselves (except location to filter those checkers). If you're looking for active challenge caches, the map is better, especially since you can see precisely where those caches are.
