I didn't see the change about the discover tool anywhere in the News, so I thought I'd ask here.  Why was it changed, and why is there a queue for trackable discovery now?  Is the tool now meant to be passive, and processed only as resources permit?  Or is it simply just stuck at the moment?

It is not announced in the news because it's still being tested.

There are several reasons to why it was changed. The new system will be more reliable, it keeps a history for you to view, it will be much easier for us to investigate potential issues.

The tool works all the time, it is not stuck from what I can see.

Changes to the tool will be made, it will be faster, it's just not 100% done yet. The alternative would be that it did not exist at all for some more days.

I like the history so that if I misenter something, it's easier to handle on my end.

With the old discover tool, were my discover requests put into a site-wide queue as it is done now?  It seemed to be faster with the old tool, but then again, I could just be using it at odd times of the day.
No, it wasn't a site wide queue before. But there was also a risk that the job was interrupted actually. Now it will survive site maintenance/downtime for example. Also it is now 100% secure to leave the page, you can come back to it an hour later and see how it went.
