If I look at the MapNESW page for the Netherlands the most Western cache is GCC349, a Locationless cache.

I would have expected Locationless caches to be excluded from that map, as they don't really have/had a fixed position.

Could they be excluded from there?

They could, but they probably won't. They are geocaches as well, and depending on the purpose users probably want different things.

However, to find the information you are after, you can add the loop filter and enter a 2 in it. You will then see the two most western geocaches, and I would guess that the second one is a non locationless, otherwise you will have to increase the loop number even more.
