Is there a way to search cache logs?  example: can I search for all caches within a certain range (maybe 1oo miles) where the last log had the word pathtag in it?

No, it is not possible. If I remember correctly, even Project-GC does not store all the logs word by word, but only process them to gather statistics from them (length, FTF marks, similarity).

You don't even have all the logs in pocket queries from Geocaching. The closest thing you can do is probably build a GPX from PGC with 100 logs per cache and then search in there manually.
