I've checked a variety of pages on project-gc and Northern Ireland as an area is not present. It doesn't fall under United Kingdom like Wales and Scotland do. Why not?

Looking at the geocaching.com website they seem to class the caches as being "In Ulster, Ireland" based on geogrpahical not polticial location (http://support.groundspeak.com/index.php?pg=kb.page&id=98 explains it - though I'm not sure I fully buy the explanation). I guess project-gc is forced to follor and match so that things are consistent? (though perhaps it could add "Northern Ireland" as an item in the UK and then map it internally to be the same as Ulster to make things easier?)

When it comes to what countries are available, Project-GC simply follows geocaching.com even though they have some creative ideas here and there.
