When looking at Map NESW/Oldest for country = New Zealand we see the most northern cache is a ground speak test cache about 10,000km away, off the coast of the USA. That cache does not have a country specified. Is New Zealand the home of caches born in international waters? Else could whatever is allowing that cache to be included be repaired please.

could you share the GC code?
I see it has country specified:  "In South Island, New Zealand", but indeed, it is weird.
As it has NZ specified then there is nothing wrong. GC probably just needed a test cache and had to bind it to a country somewhere.
I have come across that from time to time.  In 2017 it was listed in North Korea.
