Where do I find notifiers

On the Podcacher podcast, fearless leader described an entire class of project-gc features he called notifiers (his favorite, I think), but I do not see any mention of this feature class in the project-gc menus. It seems like it would exist under tools, but I checked everywhere. How are notifiers established and managed within project-gc? And yes, I am a full paying member

They are under the menu with your name on it, at the far right end of the menu bar.
