Yes. Due to changes in how the API works, we recently changed from counting all your uploaded photos to only counting those in your cache logs (i.e. not those in trackable logs). The number we used to read from the API is not there anymore, so this is what we can get (and, as can be seen from tadaima's response, this is probably closer to the original intent).
