Says it all in the heading - How many challenge caches are required before you get a tab
I have seen with some cachers they have found a few challenge caches but there is no challenge cache tab on their profile - so is there a minimum requirement before this gets 'created' 'added'

The Challenges tab is visible only for the Project-GC paying members as described on the news page announcing this feature on 2018-03-13:

Unfortunately, this is not documented on the membership page yet ...
