I found a number of challenges I haven't met the requirements yet, on which I placed a Write Note.

Is it possible to set a notification when I do meet the requirements?

No, but all your unfound challenges that you have written a note on are listed on the Challenges tab of your Profile Statistics, and in that list you can see if you qualify for each challenge or not so just check that list periodically.
