With the chrome extension, why are state/province/region names always shown in strikethrough?

Since I installed the PGC extension for Chrome, every cache page displays the state/province/parish/region in strikethrough, like this:

In Arizona, United States
United States / Arizona / Maricopa

The underlying link still seems to work fine. But is there some significance to the strikethrough that I'm not grasping?

The strikethrough information is what the cache owner has entered. The other line is added by the extension. They are usually but not always the same. For caches close to a border, the cache owner may not know exactly where the border is.

Generally, Groundspeak has information only about country and region (manually added, sometimes it can be just plainly wrong if nobody checks it, sometimes not even reviewers), but Project-GC has also information about county (calculated from the coordinates if this information is available in the country) so this means the original location is striked-through most of the times.
