You can use Project-GC to display all finds (or some portion thereof) of another cacher's finds, yes. I'd use the Map Compare page and just state the name of the other user. To see all finds, you would need to add the filter to show disabled/archived caches as well. If the cacher has found very many caches you may need to limit to a certain geographical area or so in order to not get too many hits at the same time.
