I'm not sure if it's exactly what you want, but if you have a paid membership at Project-GC you can use the Map Counties tool. It gives you a map where the counties you have found a cache in are green and the ones you haven't found a cache in are red. Below the map is a list of all the counties in the country or region you've selected and the number of caches you've found in each of the counties.
