Where can I check in which federal state a cacher lives?

For a challenge checker I need a number of cachers who live in the same federal state as me (and fulfill the challenge criteria).

But where can I see in which federal state a cacher lives or how can I check the place of residence?

The information is to the user's home coordinates not available. This is a matter of integrity.

But there is a work around by using the top finders statistics
