I means that you need to enter a value in the "People from" field or in the "Country" field or enter a BookMarkList as a filter. (Or a combination of more than one of these.)

thanks, so what exactly is the bookmark going to do and what bookmark am i supposed to pick....i really don't see how that would work...if it is explained somewhere else by all means direct me to it

however.....this is not the first instance i come across a cryptic acronym, would be nice to have that spelled out in brackets

You can use that if you want to see statistics for just a specific set of caches. I have for instance made a bookmark list of all the caches released at an event to be able to see which of those caches had the most logs and the most FPs.
