I am not a programmer so I was wondering, how would I use this feature to search for a cache name in my neighborhood or state?  I live on the West Coast of the U.S.  Thanks for all of your help and input!

In Geocaching.com you can search for caches starting with a particular piece of text. This is in Play / Hide and Seek a Cache.

Project-GC has more flexibility. Go to Home / Dashboard. In the wildcard search there you can search for a full word by entering it complete, or a partial word by surrounding it in asterisks. eg *ac* will find "cache", "bach" etc. Click the question mark there for more details.

If you are a paying member of Project-GC there is also a Cache Name filter that can be added to some searches. It allows you to search for bits of text that are at the beginning, end, or somewhere in the middle of the cache name.
