I would personally be against such a badge.
When you are abroad you probably will not be able to make events larger than typical 30-minute 'meet and greet' events. So you would need to host many of them, and that would really promote quantity over quality...
Also you would probably not meet many geocachers at such events, you probably would even be alone in team of event hosts many times. As an example, in my home area, even though there are several active geocachers, many of recent meet and greet events hosted by cachers from abroad here were either attended only by event hosts, or I was the only event attendee other than the event hosts there.
