Challenge auto-checkers - Plus only?

Hi all.

Checkers are run against my finds for all challenges in the world - eventually. I can see that I qualify for challenges in countries I have never been to, for caches I personally have not run the challenge checker.

Is this a PGC Plus feature or is this available to all users?
