How would I buy a membership to give away as a prize?

Before I have won a membership to this site through a giveaway on a podcast. I would like to purchase a membership to give away in a similar fashion. How would I do this?

On the Project-GC site there is a menu bar on top. Click "Home" then "Membership".

 

Under "payment" there is a tab "PayPal". There you can see a table with payment options. And a checkbox where you can give a gift to a (known) friend.

The problem is I don't know who this person is yet. There isn't a way to buy a membership and then have a link that the person uses to apply said membership to their account? Like I said I've won a membership as a prize before and I was sent a link to activate it
