Second regional sorting Australia

Used to be able to have a sorting on region/county for the Australian states. Since a week or so this is gone.

Applies to Top finders and many more. Tried Sweden, and there a second and third selection works.

counties in the state of Victoria are now listed on project GC for any cache shown on the map, I believe it is possible for a checker to created for this challenge.

I would like to enter the name of a cacher and then see what counties they have not yet found a cache within all known counties that project-gc is aware of. I am unsure if project-gx includes all of them but if a report can be outputted then it gives a great indication as to how close the person is from completing this challenge.

I would like to try writting this myself, but if its a quick one to do then happy for someone else to do it.
