Will hosting a CITO also count as an event for Leap Year

I was wondering if hosting a CITO on Feb 29 (leap year) will also count as hosting an event for the "Statistics: Leap Day Badgegen Addons (by Hügh) https://project-gc.com/Challenges/80820" challenge checker? I need both and if one will satisfy the other then it will make it easier.

Is there any way to get a automated overview for leapday of missing caches/badge addons?

Several badges have the leapday addon as described on https://project-gc.com/w/Leap_day_addon. I know I could manually check all badges against the wiki page But I was wondering if there currently is any way to automate this process.
Because I was thinking of doing more of the leapday addons.

The Achiever not showing leap day find

I've logged a challenge cache (or actually 2) on leap day this year. Both of these caches were logged with a "write note" before. Now, although I would expect to see that, I don't see the leap day badge showing up on "The Achiever" in Badgegen. Is there a reason for this? Is this expected behaviour as the challenges were logged with a "write note" before, or could this be an error? Thanks in advance!

I have the 29-Feb add-on for micro and odd-sized. Shouldn't there also be a 29-Feb add-on for the type of cache finds? Traditionals, unknowns, multis, ... I have the 29-Feb on my Event badge.

LeapDay Badge Add-On bug

I have the travelling cacher emerald badge - I have been awarded the LeapDay addon for it... only trouble is I have never (yet) found a cache on 29th Feb.

Also does it make sense to have this as an addon for the travelling cacher badge? All caches must be in a country so anyone who finds any cache anywhere on 29th Feb will get this addon. With other badges, you have to find a cache that meets a criteria on the 29th to get the addon.
