Is a cache visible before it is actually published?

I have placed a new cache and it was published today.

I set it to premium member only and so i am able to see the audit log.

The cache was published on 03.09.2018, at 08:01.

In the audit log i expected only to see the reviewer and myself.

But in the log are 50+ cachers who visited my cache since 02.09.2018, 23:01. They are all regional cachers.

Is there a way to see the cache before it was published? Or is there a way to get the GC Codes, that will be published within the next hours?

What happens - or better asked - what should happen if the first find of a new cache occasionally happens before this cache is published?

My questions are:

- When shall this find be logged (I suppose on the day of the find) ?

in the logbook of the cache
on the listing page of the cache (which is only available AFTER publishing); so this might be a part of the answer to my question
as far as I know none of the available apps supports this!

- Is this then a FTF ?

is this conform with the geocaching.com rules???

Watch a region to get the published caches.

I am not sure, if the question was asked already:

I want to watch a defined region. I would like to get an email, if a new Cache (maybe even only selected types) is published (or "detected by PGC") in that region.

I don't want to hunt FTF's with this method. I just want to have a "backup" solution to the publish-emails from geocaching.com.

(Reason: a friend of me has placed a new cache, and it got published without a publish notification (i have the region covered in my publish notifiers and other cachers in the region did not get a notifiction, too) plus, the cache has not been in my GPX, that gets the newest caches in that region in the last 7 days.)

So i would like to have another tool to be noticed of new caches in my region.

I would like it to be similar to the rescue map zones..

Is that possible?

Add an owner specific public notification?

Today I thought about a "Publish notifier" for specific owners as a nice to have feature.

Why? There are some owners who only place very nice caches. Not all of them are in my homezone but definitely worth visiting, so it would be nice if I could get an Email whenever they publish a new cache. (Also an Email once a week would be enough)
