[Cancelled] Border Triangle Challenge

Hello,
I would like to create a challenge cache but I am not sure if it is allowed. Could you help me with an answer?

At Germany's borders there are 7 border triangles (points, where 3 countries converge, e.g. Germany/France/Switzerland). For fulfilling the challenge you have to find at least one cache in the radius of e.g. 5 km of every border triangle. So at least 7 caches are necessary for satisfying this challenge.

Would that be allowed? And when yes, would somebody be so kind to create a checker for me? :-)

You can only use county as the smallest area

For example
Netherlands / Limburg / Vaals
Belgium / Liège / Plombières
Germany / Nordrhein-Westfalen / Städteregion Aachen

Hello vogelbird,
the approach with the counties is not interesting for me and is not explainable for other geocachers. What is the rule for denying a point and its circumcircle? Other caches have done it (e.g.GC5BZEJ or GC5GWAX). Is the rule new?

GC5BZEJ or GC5GWAX are not allowed under the current guidelines

I noticed that you can make 5 county triagle between Germany and 2 other countries
A challenge like this is not yet made in Germany
