[Cancelled] Checker request for GC28V90

I am hoping someone can create a checker for this existing challenge.

I am not the CO, but rather, someone working on this challenge.

The challenge is to find 100 Traditional caches, that were found 10 or fewer times in their first year. Caches must have a publish date of January 1, 2009 or later.

Unfortunately the checkers don't have access to this information - they can only see the total number of logs for a cache.
