I was just confused as to why there is a guideline that you can’t require a cacher to hide a cache but on geocaching that’s the only way you can get a souvenir for hiding a cache.

The guidelines are set by Geocaching HQ and are not something Project-GC has any say in.

There are multiple souvenirs for things that you're not allowed to make a challenge for so I don't see what's different with the hiders souvenir.

HQ doesn’t want to encourage poor hides (and an increased workload for your Reviewer team) due to people wanting to qualify for a Challenge.

This is somewhat both, but not really: I was having a conversation with my local Reviewer about this, asked him if this might be the case, and he said something to the effect of "almost certainly, yeah."
